About this position
We are seeking an energetic, detail-driven consultant to join the Administration & SLA Management team. Under the Lead Officer’s guidance, you will play a key role in strengthening our governance framework by supporting the review, consolidation, and continuous improvement of administrative manuals, procedures, and institutional guidelines. This work includes coordinating input from Legal, HR, Finance, and operational units to ensure accuracy, consistency, and alignment with organizational standards. You will also support the seamless execution and monitoring of day-to-day administration services as defined by our SLAs, ensuring efficient processes and on-time delivery.
You will work in the Controllership Division (CTR), part of the Finance and Administration Department. CTR oversees accounting and financial reporting, financial planning and budget, valuations, and administration and SLA management. It develops and implements high-quality controllership standards and sound policies that ensure IDB Invest’s financial integrity, discipline, and long-term sustainability. CTR is also responsible for strengthening the governance, responsiveness, and accountability of the SLA framework and fostering coordination & synergies between IDB Invest and the IDB.
What you’ll do
- Support the design, monitoring, and reporting of SLA performance metrics, ensuring alignment with service owners and business needs.
- Analyze data and benchmarking findings to inform refinements to SLA-related policies, SOPs, workflows, and governance tools.
- Review, update, and consolidate the administrative manual to ensure consistency with institutional standards and related policies.
- Coordinate consultations, validate inputs, and integrate feedback from Legal, HR, Finance, and operational units to deliver clear, coherent, and internally consistent manuals and technical documents.
- Identify gaps or risks in manuals, policies, or processes and recommend governance or procedural adjustments in coordination with the Administration and SLA Management Group Head.
- Maintain an effective governance structure for manuals, policies, and guidelines, ensuring version control, periodic updates, and alignment with institutional mandates.
- Develop or refine policies, standard operating procedures (SOPs), workflows, and internal protocols related to corporate support services.
- Develop structured mechanisms to capture the Voice of the Customer (VOC) and incorporate stakeholder feedback into policy updates, guidelines, and service-management standards.
What you'll need
• Education: Master’s degree in business administration, law, finance, systems information, project management, or a related field required.
• Experience: Minimum of 5 years of relevant professional experience in project management, corporate support services, or related roles within financial, multilateral, or international organizations. Demonstrated ability to draft, structure, and communicate complex information through clear and accurate technical documents, policies, and operational guidelines and SOPs. Demonstrated experience in service management, governance, corporate support, and performance monitoring.
• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
Requirements
• Citizenship: Must be eligible to work in Paraguay without the need for sponsorship.
• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
• National consultant Full-Time, 19 months (up to 48 months, if applicable).
